Served 30 years in the Police, mainly within the Criminal Investigation Department. Last three roles were as Detective Superintendent head of Major Crime; Director of Intelligence and as the Operational Command Unit (OCU) Commander as Operations Superintendent and Temporary Chief Superintendent. The latter role was in charge of the whole Command in respect of policing operations, response policing, neighborhood teams, protective services and criminal investigation. The role included personnel and finance management as well as linking in at a strategic level with partner agencies.
CAREER SUMMARY
Current since February 2009 – National Policing Improvement Agency Senior Forensic Pathology Manager for England and Wales Oversee the recruitment, training management and discipline of Forensic Pathologists in England and Wales. Working as part of the Police Science and Forensics Unit.
September 2008; Historical Enquiry Team – PSNI Senior Investigating Officer (SIO) Leading a team of retired officers reviewing and re-investigating the deaths from the times of the troubles in Northern Ireland from 1969 to 1998, using the experience gained as a qualified Senior Investigating Officer in murder and serious crime investigations.
May 2006 to September 2008, OCU Commander/Ops Superintendent
In charge of 340 staff in the best performing police area within the force. Commanded some of the largest public events in the south of England including five major rock festivals and international sporting events.
April 2003 to May 2006 Detective Superintendent Performed the role of head of Major Crime dealing with all murder, stranger rape and kidnap cases as SIO leading a team of one hundred staff. Also performed the role of Director of Intelligence leading the force response to level 2 criminality, covert policing including the registrar of Covert Human Intelligence Sources (CHIS) and the authorising officer for the force under the Regulation of Investigatory Powers Act.
Prior to April 2003 Developed and lead change within the Southampton Police Area as Detective Chief Inspector where four police areas were converged into one. Performed the role of Crime Manager for both volume and serious crime for three years in one of the South’s busiest cities. Prior to this had performed roles crime investigation at all ranks including BCU Crime Manager at Detective Inspector. Achieved a total of six Commendations for Detective ability, including two for commanding high profile murder inquiries which lead to convictions following complex and lengthy murder investigations. Substantial experience at training at both the strategic and operational level.
Training and Project Management Experience A nationally qualified trainer having developed this qualification to City and Guilds; Certificate in Education (Cert Ed.) and Bachelor of Arts (BA Ed Hons) levels. This has been further developed to Masters level. Introduced CID training into Hampshire and developed many training courses and programmes. As Detective Chief Inspector within the National Crime Faculty, lead a team which wrote and introduced many national training products including the SIO Development Programme and the Initial Crime Investigators Development Programme (ICIDP) as well as maintaining the Murder Investigation Manual and project managing initiatives from ACPO Homicide such as the International Homicide Conference and the development of National Occupational Standards. • Introduced CID training into Hampshire Police • a nationally trained and experienced Hostage Negotiator and has delivered a regional course as a trainer • experienced in the role of Tactical Interview Management having developed the first National Course in 1997 and delivered two within Hampshire Police • project managed the 2001 International Homicide Conference • trained Senior Identification Manager (SIM) • has delivered a two week training course to the Ethiopian Police Service in Addis Ababa in 2005 on the subjects of the National Intelligence Model and Murder Investigation • has delivered a two week course to the senior ranks of the Bahrain Police in 2006 on the subject of drugs investigation • assisted in the development of the Foundation Degree in Investigations and Evidence and reviewed its material recently • delivers crime investigation and management lectures to foreign students at Bramshill and criminal justice students at Portsmouth University • currently studying for a Professional Doctorate in Criminal Justice • a qualified Silver Firearms Commander • I am experienced in the role of Silver Commander for three of the largest public events in the south of the country, namely the Isle of Wight Festival (70,000 people), Cowes Week (40,000 people) and the Isle of Wight Bestival (35,000 people). • an advisor to Oxford University Press in relation to book proposals for police related issues • sat as the deputy chair of the ACPO Investigative Interviewing Steering Group with a remit of overseeing Investigative Interviewing Nationally. • security vetted to the level of ‘Developed Vetting’ (D.V.). • Approved NPIA associate tutor • Has recently been called upon to deliver several leadership courses abroad • Substantial project management experience • Is an Honorary Fellow of Portsmouth University
